The main difference is gonna be the lumen output, as well as the battery that it has. The 4.0 has a 400 lumen output, while the 6.5 has a 650 lumen output. The batteries, both of them have lithium ion batteries, although the 4.0 has a 2,000 milliamp per hour battery, while the 6.5 has a 3,350 milliamp per hour battery. So if you're trying to decide between the two, it's just a matter of how much power you would prefer and how much output of light you would need. It is a slight difference in price so that can factor into your decision as well.
